What is it?

What exactly is an RTO challan?

An RTO challan is a fine issued by the Regional Transport Office (RTO) of your state under the Motor Vehicles Act, 1988 (amended 2019). Unlike a traffic-police challan (which is usually issued for moving violations), an RTO challan is typically issued for documentation, fitness, registration or permit-related offences.

Examples include driving without a valid driving licence, expired registration, missing PUC certificate, or operating a commercial vehicle without the proper permit. For a transporter running trucks, buses or tankers, RTO challans also cover fitness, road-tax and E-Ravanna violations.

RTO challans are recorded against your vehicle and/or driving licence on the central VAHAN/SARATHI databases and can affect future registrations, fitness renewals and insurance.

Frequently asked questions — RTO challans

What happens if I don't pay an RTO challan?
Unpaid challans remain on your vehicle and licence record. They can block re-registration, fitness renewal, ownership transfer, and may attract additional late-fee penalties or a court summons under Section 208 of the Motor Vehicles Act.
Can I dispute a wrongly issued RTO challan?
Yes. Disputed challans can be contested at the relevant RTO or Lok Adalat. You will need evidence — photographs, GPS logs, alternate documents (PUC, insurance, RC) and the original e-challan reference. Our support team can help guide you through the process.
How long does an unpaid RTO challan stay open?
An RTO challan does not expire. It will continue to be linked to your vehicle/licence record until paid or set aside by a court. Paying early is always cheaper and faster.
Is the PUC really compulsory?
Yes. A valid Pollution Under Control (PUC) certificate is mandatory at all times under Section 190(2). Failure can attract a fine of ₹10,000 and possible disqualification from driving for up to three months.
Does paying a challan affect my insurance premium?
Repeated or serious violations can affect "No Claim Bonus" considerations and may be flagged during claims investigation by some insurers. Clearing challans promptly helps maintain a clean record.
